 Appointments to Committees and Outside Bodies

Report of the Assistant Chief Executive Legal and Democratic Services

1.0	PURPOSE OF REPORT
1.1	To enable appointments to Committees and Outside Bodies to be considered.

2.0       PENSION BOARD

2.1       That David Portlock is re-appointed to the Pension Board as the Independent Chair and Gordon Gresty is re-appointed to the Pension Board as a Scheme Member representative, both for a further 4 years.

3.0       YORK AND NORTH YORKSHIRE COMBINED AUTHORITY

3.1       York and North Yorkshire Combined Authority

On 12 January 2024, the Leader and Deputy Leader were appointed to the York and North Yorkshire Combined Authority as the nominated representatives of North Yorkshire Council by the Chief Executive using his emergency powers.  Council is now asked to ratify these appointments.

3.2       In addition to the appointment of the Leader and Deputy Leader, there is also a need to appoint 2 substitutes for each position.

3.3       York and North Yorkshire Combined Authority Overview and Scrutiny Committee

There are a total of six places on the committee that need to be appointed to by North Yorkshire Council, subject to political proportionality.  There are no substitutes for this committee.

3.4       York and North Yorkshire Combined Authority Audit and Governance Committee

There are a total of four places on the committee that need to be appointed to by North Yorkshire Council, subject to political proportionality.  There are no substitutes for this committee.

3.5       York and North Yorkshire Combined Authority Skills and Employability Working Group

The relevant portfolio holders for Skills and Business are to be appointed to this working group.  For North Yorkshire Council, this would mean the appointment of Councillors Derek Bastiman and Annabel Wilkinson.

4.0       IMPLICATIONS

4.1       There are no equalities, finance, legal or climate change implications arising from the recommendations in this report.

5.0       REASONS FOR RECOMMENDATIONS

5.1       The appointments are to be made by Council as per the Council’s Constitution.

6.0	Recommendation
6.1	That Council appoints to the Pension Board and the York and North Yorkshire Combined Authority, as detailed in sections 2 and 3.
